Alberta. Proposed H.I.3 Structure

Alberta. Proposed H.I.3 Structure

By Dr Sydney Nicola Bennett

Defined Surplus Solution. Alberta

TAKING ALBERTA OFF BOOM - BUST

A different economy & almost its own country with similarities & differences

H.I.3 has a advanced process & perspective Alberta should transition into as a long term effort voiding past concerns & reliance

"Minimal yet serious changes adjusting to a more centralized Alberta economic effort"

PURPOSE

An Independent. Self-Reliant Alberta

A higher quality of life for Albertans & more resources with safer public & advanced security

An anti-deficit perspective in Government. Public sector controls while a tiered inflation plan is set in place with stockpiles against demand based efforts to displaced areas based on Emergency situations

PROCESS

Oil - Gas seen as a bonus & not the economic center of Alberta while all other sustainable domestic efforts are the focus point disregarding in all decisions while an import - service economy is only a small share of economic activities catering to locals & guests

Affordability tiers & higher quality of life through effective management

HIGH TECH - MANUFACTURING HUB

In review of everything Alberta requires to transition to a self-reliant advanced economy woth opportunities

Low & controlled emissions with financial focus in tiers connecting to first Canadian & European International markets then China & USA

A full circle self-reliant economy where imports - exports become a bonus additive like tourism creating long term managed stability & opportunity

NEW TAXATION STRATEGY

Western Centralized location in import goods versus Alberta domestic with expense assocoated

The Alberta Provincial Portfolio & Taxes managed in a heirarchy tier of priorities then transfer payments between larger & smaller centers with new taxation & attractions while increasing population growth & retention strategies through sustainable opportunities

CURRENT:

Current Taxation Strategy & Transitioning

Business - Corporate  (Federal - Provincial)

Goods Sales Tax GST 5% (Federal)

Income Tax Tiers (Federal - Provincial)

ADDITIVES

Capped Provincial Sales Tax CPST 2%

Local & regional taxation structures

Tourism taxation structures

Royalty taxation structures

Wealth Alliance taxation

Alliance taxation

Insurance controls (local regional based tiers focusing on past events rather than domestic Alberta pool effort subsidies like for Calgary hail)

"A goal to have a controlled not target gentrification on tiered income tax at the Progincial level with loss transferred through other taxation"

Metered taxation on Energy based on time & kilometers as a variable

Metered Unlimited Range & capped controls on Gasoline & Diesel plus Plug-In Battery Electrics

ALBERTA IS NOT ONTARIO

No Harmonized & no Copy of Ontario or British Columbia as Alberta is a different economy & perspective despite similarities & mo outside control over the Province

Lower income tax tiers creates a subsidy for tiers 1-2 up to 3 & a 3-4 & 4+ quality of life lifestyle while we create a sustainable controlled small, medium, larger city & town grid connecting with rural options in a connected economic & security grid

A vast Hydrogen Network stopped in via train & flown then desalination for Sodium-Ion & usable Hydrogen Energy without affecting lakes & rivers utilizing ocean water

"Alberta has a further distance from the Ocean & from external hubs providing public & private sector or hybrid controls on domestic production in basic needs & esrned privledge"

ADVANCED SECURITY GRID & INFLUENCE

An automated Government with specific positions in place while reliance on automated programs & rssources cut costs & infrastructure

Health - Dental access with basic no Co-Pay on dental then mid - upper levels

An adjustment to Alberta Supports & ADAP while disregarding AiSH ever existed to voiding going back to what cannot be done in a new economic transition

Alberta Provincial & City Police

CHALLENGES & THE TRANSITION

Creating higher quality of life for the residents of Alberta with a foundation program & subsidiary then effective income & taxation tiers with sustainable programs with resources

Creating an attractive Business - Corporate taxes system with royalties competing with Canadian - European International interests

Equivlance & Short Falls evaluated in the transition to a stable economy with generalized boom & fluctuating booms effect focused on a domestic first Alberta then Canada wide - European International bonuses effect

Due to centralized Western Distance on import goods through transport & air cargo then domestic produced options Alberta needs to transition the economy attracting a domestic first sustainable security & economic landscape that is self-reliant

CREATING LOCALS - REGION AFFORDABILITY

Locals tiered affordable gentrification in controlled housing opportunities extending to rentals, Fractional or sole & joint ownership separate from short term tourism based effects

Targeted gentrification & controls based on security threats & threat tier one voiding underworld power & controls while creating a segragation space & alliance for those to exist & connect for public safety

Clubs. Gangs. Groups. Alliances & grids

A public - private sector effort catering to personal quality of life

ALBERTA VS ONTARIO

Alberta offers a significantly lower tax burden compared to Ontario, featuring no provincial sales tax (only 5% federal GST), lower income taxes, no health premiums, and no land transfer tax. For 2026, Alberta uses a graduated income tax (starting at 8%) while Ontario uses higher progressive rates (up to 20.53%) plus 13% HST.

Key Tax Differences (2026):

• Sales Tax (PST/HST): Alberta has 0% PST (+ 5% GST). Ontario has a 13% Harmonized Sales Tax (HST).

• Income Tax: Alberta generally has lower provincial income taxes. For 2026, Alberta rates start at 8% on the first $61,200. Ontario's rates for 2026 start at 5.05% but rise quickly to 13.16% on income over $220,000, plus a health premium.

• Corporate Tax: Alberta boasts a 8% corporate income tax rate.

• Cost of Living/Other Taxes: Alberta has no provincial fuel tax and no land transfer tax on real estate purchases.

Impact on Income:

• Low-to-Middle Income: Alberta's higher basic personal amount means less provincial tax is paid, and the lack of a health premium (like Ontario's) provides savings.

• High Income: Alberta’s lower top marginal rates provide substantial savings for high earners.

Disclaimer: Tax laws can change. Always consult with a tax professional regarding your personal situation.

MADE IN ALBERTA

Larger city Alberta culture has communities for diverse groups including LGBTQ & Disabled - Handicap or other forms of deviant & defect

Alberta does not need to join USA & can distance from Canada in a growing effect connected to Western Provincial & Territories reliance as a bonus secondary effort

Multiple areas of economic growth for Alberta are available to grow & sustian population numbers increasing size & grid efforts

The NB-OT Labs & expansion Labs UK - USA Ontario & Quebec based wBCI Labs not standardized like In Alberta under Assisted Living with Provincial & Federal oversight want innocent prey target victims to come clean for what they never experienced basing 50% Hearsay as another excuse justifying past-present & planned on-going efforts

Alberta does not require Ontario or Quebec controlling the Province from outside with wBCI's & infiltrating grids

Affordability options for subsidies 1-2 Tiers temporary or longer term are in review & available. Threat tier 1 controls also while a quality of life affordable effort for 3-4 & 4+ is the focus point on quality of life for Alberta's with Emergency Safety Systems in place

"NB-OT Labs & expansion Labs expressed a North Bay, Ontario, Canada social assistance Ontario Works - Ontario Disability Support Program based Geared to Income housing approach in affordability which is one approach in controlled gentrification yet that is a red flag over the wBCI attacks on Albertans & Alberta guests to Ontario or Quebec even & transplants to Alberta from. Especially woth rhyming rap retards eapping peoples heads off wirelessly"

Emergency Response & effective management with intelligence & security grid efforts

ALBERTAN DOCTOR - AGE 40

Dr Sydney Nicola Bennett is an Albertan since 2012 despite travel outside within & outside Canada. Registered Medical Physician, Engineer & Investor

Majority shareholder of C/M & a section of CIG. An international investment group

The restructure & taxation offers a higher yeild & apportions funds in a fair spread tiered effect with a foundation for quality of life

An external purchase of new - used goods & bulk raw & repurposed material with domestic source can offer stockpiles in which to fitter through the domestic Alberta economy

"When every subsidized & of middle to millionaire affluent & elite Albertan is experiencing an upscaled opportunity woth universal basic foundation then equality of life is upheld & temporary options are of subsidy without having to downsize. People life. Work - life, Chore - life balance & quality of life. A higher standard of living & low stress"

NO COLD ONTARIO ASSHOLE PERSPECTIVES

No stigma. Ridicule. High standard security grids & low crime rates. Undercover grids & high public presence

Temporary displacement & you do not downsize but store & temporarily contract, perseverance then expand back & grow

Quality of life & a better standard of living socially & financially

"Tiny homes & capsule Homes have to be rigged into steel cages for tornados & earthquake & flooding risk yet can be done in each community easily for a foundation minimal with security & resources plus parking"

When NB-OT Labs & expansion Labs Ontario - Quebec gets Albertan's on-board then the Province has been infiltrated & is going in the wrong direction

ALBERTA CANADA EXPECTS TO GROW INDEPENDENTLY

With 2025-2026 cost of living, wages & how life is in smaller, medium & larger centres everything has to transition to a different approach while catering to an Alberta history & focus

Housing tiers need to reflect $100,000 - $350,000 (3) as average then $350,000-$750,000 (3) as above average while $750,000-1.5 Million (4) or above is at a higher level (4 & 4+)

Sustainable income & income taxation tiers

Rental options should be a longer term minimal in Alberta while ownership or co-ownership & Fractional ownership should be the focus with travel rental options like tourism rental options catering to the economic effect for perspnal portfolios & incomes

ALBERTANS SHOULD HAVE. REQUIRE

Alberta Profile.  Citizenship Cards & Accounts

1. Public profile cards with partial automated taxation then investment portfolios

2. Private investment portfolios with taxation

3. Quarterly & annual income

4. Asset management. Public & private

5. Education credentials & profiles connecting banking & taxation organized in one area

My Alberta Account

https://account.alberta.ca/ui/sign-in/sign-in-from-ped

Federal Accounts connect to as required due to lack of independence

"People what to obtain & store then have available assets to use in daily life in designated legal & safe areas with their events & activities as interests with social scenes separate from work - life or chore life balance for quality of life with holidays & vacations. Newer, new & older maintained efforts following legal channels"

PORTFOLIOS & TAXATION EFFORTS

Alberta Government Portfolio if Investments then Taxation with Royalty strategies can also include citizenship accounts with profit sharing on investment returns as profiles grow separate from private investment portfolios of citizens like incomes & taxation from

Domestic manufactured physical & digital units can integrate alliance taxes in production separate from end user taxation & cost - price between two variables with design - manufacturing & retail - maintenance with still meeting affordability tiers

Outside Alberta digital - physical import units & subscriptions can have an added tax effort in affordability tiers to drive options for public sector

Adjustments to investing & banking with new Open Banking & different variable options on loan & financial debt ratio controls in management are required
